Analyst II – Facilities Project Controls 

This role performs project controls functions throughout the program lifecycle with responsibility for leading program financial planning, cost baseline and schedule development, and program closeout. 

What You’ll Do 

  • Help to manage all aspects of cost management including reporting, analyzing, reconciling, graphing related to the management of large capital projects ($1M - $200M).
  • Be the source of truth for earned value and other critical metrics related to each project.
  • Perform principles, concepts, practices and standards in accordance with the policies and procedures related to Project Controls:
  • Work authorization (WA) review and contract reconciliation
  • Reconcile project Statement of Work (SOW) deliverables and requirements as they relate to cost and schedule
  • Create and maintain Work Breakdown Structures (WBS) and WBS Dictionary and related charging
  • Demonstrate ownership over all financial aspects of a project.
  • Organizational Breakdown Structures (OBS) guidance
  • Budget and funding profile development
  • Direct labor and indirect rate application and analysis
  • Resource planning and communication
  • Review and analyze subcontract/material cost and schedule
  • Provide rough estimates for changes
  • Prepare financial risk assessment and analysis 
  • Prepare project baselines and metrics for program reviews
  • Prepare tax statements and reconciliations to meet city, county, and state requirements
  • Prepare Lessons learned documentation, assessment and implementation 
  • Provide EAC forecasting
  • Prepare and inform Economic Value Add (EVA) reports related to projects.
  • Provide closeout documentation for capital projects including final asset categorization and closeout memos
  • Task and guide junior-level administrators/analysts assigned to program
  • Ensure that programs are compliant with regulatory requirements and conducted in accordance with BATC best practices.
  • Ensure responsibility for the business aspects of programs.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the SBU/SSU and the Company.  Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

What You’ll Need

  • BS/BA in a related field plus 2 or more years related experience.
  • Each higher-level degree, i.e. Master’s Degree or Ph.D., may substitute for two years of experience.  Two years of related experience may be substituted for each year of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Strong user of tools like Excel including pivot tables.
  • Familiarity with PMP principles and workflows
  • Expert in management of programs including Earned Value Management.
  • Experience working with the configuration of database tools like Costpoint and other database products.
  • Strong business acumen and overall sense for how capital impacts the broader financial picture.
  • Experience with building construction standards and accounting practices.
  • Experience with government contracting a plus.

Working Conditions

  • Work is performed in an office environment.
  • Travel and local commute between Ball campuses and other possible non-Ball locations may be required.
