Manager Senior – Project Controls


Manage and direct the activities and employees performing Project Controls functions. Have a mastery of the Project Controls function with responsibility for adherence to the Earned Value System Description and the Federal Acquisition Regulations (FAR).


What You’ll Do:


  • Select, motivate, and counsel employees; administer salary and budget programs; ensure employee safety; plan, organize, integrate and measure work performed within the department.
  • Flow down Project Controls goals to direct reports.
  • Complete performance review and job requirements documentation for direct reports on an annual basis.  Meet with appropriate program manager or proposal managers/opportunity leads at least twice a year to obtain feedback on direct reports.
  • Meet with direct reports at least twice a year to review performance, address proposal issues, obtain feedback on cost estimating and pricing processes/tools, address career development, and review training requirements.
  • Coach and mentor direct reports to ensure personal growth and management visibility.
  • Address personnel issues in a timely manner; prepare a corrective action plan and schedule periodic meetings to address issues. 
  • Work with program, engineering, and technical management to determine staffing requirements and assign staff as required.
  • Prepare, maintain, and analyze management data, records, and reports; inform and advise management on alternative courses of action.
  • Integrate cost, schedule, contractual, and political aspects of programs into long-range planning and strategy.
  • Manage the development and implementation of new policies and procedures.
  • Resolve business problems with program management or customer representatives.
  • Act as a business advisor for program or department management in long-range planning, capital expenditure analysis, operating year planning, performance analysis, and financial forecasting.
  • Provide guidance to program managers and project controls analysts regarding performance measurement and governmental regulations compliance.
  • Assist estimators and project controls analysts with cost estimating.
  • Monitor financial performance of the department (sales, profit, direct labor, etc.)
  • Support implementation and utilization of a standardized Work Breakdown Structure (WBS) to help ensure costs are collected in manner that supports CERs, RCEs CTDRs and CADRe.
  • Perform Independent Cost Estimates (ICE) for new business opportunities and current program Estimates at Complete (EACs), as needed.
  • Support, develop and maintain a working relationship with government, customer and internal compliance teams including supporting system surveillance audits.
  • Support and assist in proposal development in both unclassified and classified environments.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company.  Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.


What You’ll Need:


  • BS/BA in related field plus 12 years or more of related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • 5 or more years of aerospace/government experience.
  • Program and Proposal experience including cost and schedule planning, budgeting, control, analysis, reporting.
  • Proficiency with Microsoft (MS) Excel, Power Point, SharePoint, MS Project.
  • Knowledge of the Federal Acquisition Regulation (FAR) and Earned Value Management System (EVMS).
  • Strong verbal, written and presentation skills.
  • Previous leadership or supervision of personnel.


Working Conditions:


  • Work is performed in an office environment.
  • Travel and local commute between Ball campuses and other possible non-Ball locations may be required.


Relocation for this position is not available.


Compensation & Benefits:


  • HIRING SALARY RANGE: $118,500 - $163,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
  • Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
