The Systems Engineering Solutions Strategic Business Unit provides advanced systems engineering and technology applications for intelligence and information enterprises. These applications and solutions deliver enterprise data management, data analytics, modeling and simulation, and technology assessment capabilities that are used to create products that offer actionable information in support of warfighters and decision makers.

Engineer II – Cellular Technical Expert


Cellular Technical Expert, Junior Technician will support the National Assessment Group (NAG), Engineering Technical Assessment Services (ETAS) Kirtland AFB, NM by assessing systems’ cellular network technology and associated hardware and software. Must understand how cellular and cyber technologies work together.


What You’ll Do: 


  • Serve as the focal point for establishing Cellular characteristics assessment goals and strategy in a fast paced and often dynamic environment.  Support the vision that energizes and enables the team to win.
  • Provide technical cellular deliverables that require minimal minor corrections, and no more than four major corrections on final drafts provided to government review boards.
  • Assist a multifunctional team (MFT) through the Cellular Assessment Process.
  • Lead developing, coordinating, and resourcing the Cellular assessment requirements and overseeing them throughout the assessment process.
  • Support tracking the program’s major metrics – sales, bookings, profit, and the customer relationship.
  • Support review and evaluation of the program status on a continuing basis and support potential unplanned program issues to a best solution, including development of plans-forward, escalation and increased resources, as required.
  • Work closely with Strategic Business Unit (SBU) management to communicate program progress and resolve issues and concerns.
  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes, and regulations.
  • Identify and ensure required compliance with the government and company regulation, policies/procedures and guidelines; negotiate acceptance/ approval of all program plans with internal interfaces and the customer.
  • Employ proactive risk & opportunity management processes and practices to mitigate or capture potential program issues and improvements.
  • Support change proposal efforts for program including pre-coordination with customer to establish expectations.
  • Be an advocate for career development of members of the program team.
  • Help create a motivational environment where team members understand the mission, are fully engaged and empowered to execute, and are recognized for their performance.
  • Resolve conflicts, demands and priorities on assigned programs.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company.  Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.


What You’ll Need: 


  • BS degree or higher in Engineering or a related technical field is required plus 5 or more years related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Degree in Electrical Engineering, Telecommunications or Information Technology with focus areas in Wireless Communications preferred.
  • 5 years’ expertise and experience in cellular network technologies and associated hardware and software. Must understand how cellular and cyber technologies work together.
  • Requires 1-5 years’ experience with a second technology area (RF, Cyber, etc.).
  • Understanding of most technical terminology, and some knowledge on various instrumentation systems used by the NAG.
  • Risk & Opportunity Management experience.
  • Ability to become very proficient with most technology and/or mission areas within three weeks.
  • Substantial understanding/knowledge of Design of Experiments.
  • Ability to utilize Digital Engineering concepts, process, and programs.


Working Conditions: 


  • Work is performed in an office environment, lab environment, and field sites.
  • Travel and local commute between Ball campuses, Kirtland AFB, NM and other possible non-Ball locations CONUS and OCONUS locations may be required.


Verification that your current security clearance or government customer access meets the requirement for this position will be required.

Compensation & Benefits:


  • HIRING SALARY RANGE: $102,000 - $126,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
